Storyline:海关督察MINNIE发现大批毒品运抵香港，率众侦查。想不到毒贩“冰后”拥有重型军机，伤亡惨重。飞虎队队长DOR奉召到场支持，指挥官段SIR成立项目小群组。DOR指海关没有应付悍匪的能力，MINNIE认为受到歧视，锲而不舍地追查，再遭毒贩重创。上司不满MINNIE不顾安危的做法，但DOR目睹MINNIE事事亲力亲为，对她大为改观。飞虎队进攻“冰后”藏身的货仓，但另一队神秘的悍匪捷足先登。他们配备的武器竟比飞虎队更厉害，飞虎队猝不提防，导致伤亡，事件令高层震动。联合小群组识破悍匪身份与其展开惊心动魄的决战。
